3. Representative Office Chiefs for foreign organizations, enterprises, or international bodies operating in Vietnam

4. Short-term Visitors (less than 3 months) coming to sell services or handle urgent technical issues

5. Licensed Foreign Lawyer practicing in Vietnam

  • Must hold valid practicing certificates issued by Vietnamese legal authorities
  • Only applies to legal practice within approved scope

6. Spouses of Vietnamese Citizens residing in Vietnam

  • Note: Many still opt for work permits because they simplify the TRC application process and provide clearer employment status
